China’s “Ten Cities Thousand Vehicles” Project
The IEA (International Energy Agency) held an international forum in Shanghai and announced that it will conduct electric vehicle (EV) field trials around the world. China is promoting the “Ten Cities, Thousand Vehicles” project of environmentally friendly vehicles in 25 cities. EVs are positioned as key development targets and are quickly introduced to the market under the leadership of the government.

On April 21, two days after the opening of the Shanghai Auto Show, the International Conference and Forum on Electric Vehicles hosted by the IEA was also grandly held in Shanghai. The name of the international conference is “The 3rd EVI (Electric Vehicle Initiative)”, where people from the global automotive industry discuss the popularization plan of EV and plug-in hybrid vehicles (PHEV); the forum is “The First International Electric Vehicle Demonstration City and “International Forum on Electric Vehicle Pilot Cities and Industrial Development” mainly discussed issues related to field trials of electric vehicles.

This third EVI was held to further promote the development of EV and PHEV. The first meeting was held in Paris in October 2010. It is estimated that by 2020, a total of 20 million EVs and PHEVs will be popularized worldwide. The “International Electric Vehicle Demonstration City and Industry Development Forum” held for the first time at the same time as EVI included representatives from China, the United States, the United Kingdom, Germany, Japan, France, Spain, Portugal, Denmark, Sweden, Finland, South Africa and India, including the central government, local governments and People from all walks of life in government, research institutions, automobile companies, auto parts companies, rechargeable battery and motor companies. The number of participants reached about 500, making it the largest among EVI-related conferences (Figure 1).

The first forum meeting on field trials of electric vehicles in cities around the world was held.

Regarding field trials of electric vehicles, people from Los Angeles in the United States, Berlin in Germany, Bornholm in Denmark, Stockholm in Sweden, and Helsinki in Finland (the capital of Finland) gave speeches. In addition, representatives from Kanagawa Prefecture and Nagasaki Prefecture in Japan delivered speeches on behalf of local governments participating in the “EV and PHV City Concept” promoted by Japan’s Ministry of Economy, Trade and Industry.

The host country of this EVI, China, which has the world’s largest automobile market, has shown a strong voice. Currently, China is fully launching the “Ten Cities Thousand Vehicles” project to introduce new energy vehicles (HEV, EV, fuel cell vehicles, hydrogen engine vehicles and other environmentally friendly vehicles) under the promotion of the “863 Plan”, a national project aimed at developing high technology. , the introduction of environmentally friendly vehicles has increased rapidly.

China’s field experiment is largest in the world

In his opening speech, Wan Gang, Minister of Science and Technology of China, emphasized the following five points.

①Vehicle electrification is a key project in the national strategy “Twelfth Five-Year Plan (2011-2015)”.

② China has successfully conducted field experiments of domestically produced electric vehicles at three major events, namely the 2008 Beijing Olympics, the 2010 Shanghai World Expo and the 2010 Guangzhou Asian Games, publicizing the high performance of these vehicles to domestic and foreign audiences. Based on these technologies, China’s automobile industry has entered a new period of growth. In order to promote the further development of the new generation of domestically produced cars, the Chinese government will vigorously promote the Ten Cities Thousand Vehicles Plan.

③ Among electric vehicles, pure electric vehicles will receive the most attention in the future. PHEVs are equally important. And we are also committed to the development of fuel cell vehicles (FCV).

④ China’s domestic electric vehicle standards will be formulated as soon as possible. The most important thing is to ensure the safety of rechargeable batteries. Although international standardization work must be promoted, the electricity and social conditions of each country are different, and domestic standards are sometimes not necessarily consistent with international standards.

⑤In order to develop and produce electric vehicles, China has established an extensive public-private cooperation relationship with Germany. With the United States, inter-governmental cooperation is the main focus, and there is close cooperation in the field of electric vehicle research and development. China hopes to establish a “win-win” relationship with countries around the world on electric vehicles.

Wan Gang also explained the cooperation between China, Germany and the United States. In Germany, Volkswagen has been involved in the Chinese market since 1984 through a joint venture with China’s largest automobile manufacturer, Shanghai Automobile. Including parts manufacturers, German companies have established strong communication channels with the Chinese government. In the United States, when President Obama visited China in November 2009, he held talks with President Hu Jintao and decided to establish the “China-US Clean Energy Research Center (CERC)” (Figure 2). The U.S. Department of Energy (DOE) announced in March 2010 that it would provide a total&nb
